Katsina State Governor, Dikko Radda, has signed the state’s N828.58bn 2027 Appropriation Law, with capital expenditure accounting for about 77 per cent of the total budget.
The governor signed the budget on Wednesday following its passage by the Katsina State House of Assembly.
The approved budget comprises N190.73bn for recurrent expenditure and N637.85bn for capital expenditure.
The figure is slightly lower than the N828.64bn proposal presented by Radda to the Assembly in September, although the capital expenditure share remained at about 77 per cent.
Presenting the appropriation law to the governor, the Speaker of the Assembly, Nasir Daura, said the legislature had completed the necessary processes before approving the budget.
Daura said the approved budget totalled N828,578,844,091.48, comprising N190,726,262,820.44 for recurrent expenditure and N637,852,581,271.03 for capital expenditure.
He commended the governor for the administration’s cooperation with the legislature and described the early passage and signing of the budget as significant.
Responding, Radda said the budget was based on consultations with residents across the state’s 361 wards and 34 local government areas.
“This is the budget of the people which has been scrutinised by the people and is the people’s opinion,” the governor said.
According to him, the budget process involved three stages, beginning with consultations with residents, followed by budget defence by ministries, departments and agencies and, finally, scrutiny and passage by the Assembly.
Radda said the process was intended to ensure that public funds were allocated according to the needs identified by residents.
The governor said the approved budget would prioritise sectors including education, works and housing, agriculture, healthcare and rural development, which accounted for more than half of the proposed capital expenditure.
He said the Assembly’s passage of the appropriation law had made it legally binding on the government and urged implementing agencies to ensure timely execution of the approved projects and programmes.
Radda also commended the Commissioner for Budget and Economic Planning and other members of the executive for preparing the budget early, saying the signing represented an improvement on the previous year when the 2026 appropriation was signed later.
He urged ministries, departments and agencies to implement the provisions promptly, stressing that the objective was to translate the budget into tangible development for residents.
On the 2027 elections, the governor wished aspirants success and called on stakeholders to ensure a peaceful electoral process.
He also prayed for peace and stability in Katsina State and urged residents to support efforts towards peaceful elections.
