Customs Loses ₦34trn Revenue To Duty Waivers

The Comptroller-General of the Nigeria Customs Service, NCS, Bashir Adewale Adeniyi, has disclosed that the value of Import Duty Exemption Certificate, IDEC, approvals granted by the Federal Government rose to ₦34 trillion in 2025, with about 60 per cent covering duty waivers for military hardware imported to address Nigeria's security challenges.

Adeniyi made the disclosure while appearing before the Senate Committee on Finance during an investigative session with revenue-generating agencies. He explained that government policies, particularly, duty exemptions and waivers, have significantly reduced the Nigeria Customs Service's revenue potential, despite record revenue collections.

The committee directed the Corporate Affairs Commission CAC, and the Fiscal Responsibility Commission, FRC, to hold a reconciliation meeting over disputed operating surplus liabilities and submit their findings within two weeks.

The Lawmakers expressed displeasure over the continued disregard for the National Assembly by the Nigerian National Petroleum Company Limited, NNPCL, after its Group Chief Executive Officer failed to appear before the committee and instead delegated the Chief Financial Officer, Tajudeen Kareem, to represent the company.

Supporting the committee's position, Senator Adams Oshiomhole criticised the absence of the NNPCL boss, insisting that public institutions must respect legislative oversight and remain accountable to the Nigerian people.

At the same hearing, the Chairman of the Senate Committee on Finance, Senator Sani Musa, Niger East, warned that the committee would invoke its constitutional and legislative powers against the heads of the Nigerian Civil Aviation Authority, NCAA, Small and Medium Enterprises Development Agency of Nigeria, SMEDAN, Industrial Training Fund, ITF, Federal Medical Centre, FMC, Jabi, and other agencies that failed to honour the committee's invitation.
