Lagos State Ministry of Health has received a Certificate of Compliance for meeting the requirements of the Executive Order on mandatory subscription to the Lagos State Social Health Insurance Scheme, ILERA EKO. The certificate was presented during the Lagos State Health Management Agency (LASHMA) presentation of Executive Order Compliance Certificates to Ministries, Departments and Agencies (MDAs) at the Lagos Chamber of Commerce and Industry (LCCI), Alausa, Ikeja on Tuesday, September 29, 2026.

Presenting the certificates, the Head of Service, Mr. Olabode Agoro, commended the 62 MDAs that attained full compliance, describing their achievement as evidence of committed leadership, effective coordination and institutional responsibility. He stressed that the certificates were not merely ceremonial but represented the MDAs’ commitment to supporting the State’s Social Health Insurance Policy and the attainment of Universal Health Coverage, while urging non-compliant MDAs to meet outstanding requirements by November 30, 2026.

Receiving the certificate on behalf of the Ministry, the Permanent Secretary, Lagos State Ministry of Health, Dr. Dayo Lajide, underscored the importance of the Executive Order to the State’s health insurance reform and Universal Health Coverage agenda. She noted that mandatory enrolment would help ensure that residents have greater financial protection and access to healthcare, while public institutions must demonstrate leadership by complying with the policy.

Lajide reiterated the Ministry’s commitment to the effective implementation and enforcement of the Executive Order, stressing that the Ministry would continue to support the State Government’s efforts to ensure compliance across public institutions. She also called for sustained collaboration among MDAs and LASHMA to deepen enrolment, strengthen verification and ensure that the policy translates into improved access to healthcare for residents.

Earlier, the Permanent Secretary, LASHMA, Dr. Emmanuella Zamba, said MDAs were required to fulfil four key compliance measures, including proof of ILERA EKO enrolment for residents seeking government services, enrolment of all staff, placement of the LASHMA website link on MDA websites, and provision of designated spaces for enrolment verification and support. She added that sustained sensitisation, monitoring and follow-up assessments had significantly improved compliance, while the latest assessment increased fully compliant MDAs to 83 from 62 recorded in the first follow-up exercise.

Providing an implementation update, the Technical Assistant to the Permanent Secretary, LASHMA, Dr. Nifesimi Akinnagbe, disclosed that 215 Verification Officers had been trained to verify ILERA EKO enrolment and support residents to enrol. He added that 25,107 registrations were recorded following the Head of Service’s circular on mandatory subscription, representing a 532 per cent increase compared with the previous quarter, while outstanding MDAs were urged to complete compliance ahead of the commencement of general enforcement of the Executive Order.
