Lagos State governorship candidate of the All Progressives Congress (APC), Dr Kadri Hamzat, has pledged to make 87 of his 100 campaign promises measurable, with an independent body monitoring their implementation if he wins the 2027 election.

Hamzat, the incumbent deputy governor, disclosed this on Friday during the unveiling of his manifesto, tagged The Lagos Promise (Ileri Eko), at the Wole Soyinka Centre for Culture and the Creative Arts in Lagos.

He said the 87 commitments were within the control of the state government and would be assessed against publicly available performance targets, while the remaining 13 would depend on consultations, federal partnerships or judicial decisions.

“Eighty-seven are firm commitments. They are within the Lagos State Government’s power, and each will be measured against a published scorecard. If one of them is not delivered, it will be noted, and I must own it,” he said.

The APC candidate also promised to establish an independent Performance Council to assess his administration, publish annual reports on its achievements and explain any missed targets.

He pledged to introduce a complaints mechanism under which every complaint would be acknowledged within 48 hours, answered within seven days and resolved within 30 days.

The manifesto, built around seven pillars, also contains proposals to expand transportation, healthcare, education, housing, security and employment opportunities.

On transportation, Hamzat promised to increase Lagos’ public bus fleet from 1,000 to 4,000, with a target of moving one million passengers daily.

He also pledged to extend the Blue Line rail project to Okokomaiko, connect the Blue and Red lines through an interchange at the National Theatre Station and advance the Green Line from Marina to the Lekki Free Trade Zone.

For water transportation, he proposed dredging another 140 kilometres of waterways, refurbishing 25 terminals and jetties, and procuring 75 additional electric vessels under the Omi Eko project.

“Lagos is a water state. The lagoon must be our third highway,” he said.

In healthcare, Hamzat promised to increase the number of Maternal and Child Centres from 10 to 15, upgrade 100 primary healthcare centres and build two general hospitals in Ogombo and Ibeju-Lekki.

He also pledged to expand the Ilera Eko health insurance scheme to cover one in three Lagos residents and recruit more health workers.

On employment, the deputy governor said the Lagos State Employment Trust Fund had provided more than N15bn to over 21,000 businesses, while its interventions had reached more than 116,000 businesses through training and other support.

He promised to improve access to credit for small businesses, publish a single schedule of lawful government charges and reserve a defined share of state procurement for qualified local businesses.

Hamzat also proposed a vocational training scheme under which students would spend between six and 12 months with employers, with the state paying 40 per cent of their stipends.

On housing, he promised to complete ongoing projects, expand the Lagos Home Ownership Mortgage Scheme and introduce mortgages with a 10 per cent deposit, single-digit interest rates and longer repayment periods.

For security, he pledged to extend the presence of the Lagos State Neighbourhood Safety Agency to all 20 local government areas and 37 local council development areas, while expanding street lighting and CCTV coverage.

He also promised to complete the 70-million-gallon-per-day Adiyan Phase Two waterworks, rehabilitate 24 micro and mini waterworks and expand waste collection coverage to 95 per cent.

Hamzat said his vision would build on the policies and projects of previous administrations, including those of former governors Bola Tinubu, Babatunde Fashola and Akinwunmi Ambode, as well as Governor Babajide Sanwo-Olu.

Sanwo-Olu, who endorsed his deputy as his preferred successor, urged Lagos residents to support continuity, arguing that Hamzat's experience in government positioned him to sustain ongoing development projects.

“This is not the time to experiment with Lagos. This is the time to consolidate,” the governor said.

He cited projects such as the Fourth Mainland Bridge, the Lekki-Epe International Airport and the expansion of the rail network as initiatives requiring continuity.

Sanwo-Olu, who has served with Hamzat since 2019, described him as a loyal and experienced administrator, recalling his service as commissioner under previous administrations.
